The 2nd “ERB Manpower Developer Award Scheme” Presentation Ceremony 57 organizations honoured as “Manpower Developer”

The 2nd Presentation Ceremony of the "Employees Retraining Board (ERB) Manpower Developer Award Scheme" was held today (28 April 2011). A total of 57 organizations have been honoured as "Manpower Developer" in recognition of their outstanding achievements in manpower training and development. The presentation ceremony was officiated by the Secretary for Labour and Welfare, Mr. Matthew Cheung Kin-chung, GBS, JP, the Permanent Secretary for Labour and Welfare, Mr. Paul Tang Kwok-wai, JP, the Chairman of ERB, Dr. Ng Tat-lun, BBS, JP; the Vice Chairman of ERB, Mr. William Leung Wing-cheung, BBS, JP; and the Executive Director of ERB, Mr. Stanley Ng Ka-kwong, BBS.

The Secretary for Labour and Welfare, Mr. Matthew Cheung said in his key-note address that Hong Kong has always been one of the most business-friendly cities in the world. Among other things, the versatile labour market and ample manpower talents are important factors underpinning the competitiveness and enabling environment of Hong Kong. As business competition is tantamount to a battle for talents, manpower capital has been and will continue to be the competitive edge for Hong Kong.

Mr. Cheung emphasized that the Hong Kong SAR government accords great importance to diversified and long-term planning to encourage Hong Kong people to enhance their skills and pursue continuous learning. In this connection, ERB plays a pivotal role in the master plan for cultivating manpower. ERB is now offering training courses and services to over 2.6 million people, including the employees as well as unemployed people aged 15 or above with an education level of sub-degree or below, to assist them in obtaining qualifications and professional recognition, which in turn enhances their competitiveness and employability.

The Chairman of ERB, Dr. Ng Tat-lun pointed out during the presentation ceremony that promotion of corporate investment on manpower training and development is crucial to the productivity and competitiveness of Hong Kong. The "ERB Manpower Developer Award Scheme" is an attempt to motivate enterprises to place more attention to cultivating manpower resources, hence instilling a corporate culture and fostering a common social value of embracing manpower training and development.

Dr. Ng highlighted that 57 organizations were honoured as "Manpower Developer" this year. They have a combined establishment of over 90,000 full-time and part-time employees whose participation in various training and development activities amounts to over 330,000 per year. In terms of training hours, for instance, the 57 Manpower Developers offered some 1.7 million hours of training activities for their staff in the year and, in an individual case, employees of a Manpower Developer received on average 233 hours of training on an annual basis. This is indicative of the tremendous efforts made by the Manpower Developers in advocating staff training and development.

The 57 Manpower Developers (6 of them being small and medium enterprises) engage staff of varying size, ranging from 15 to over 12,000. They straddle a wide cross-section of 18 industries including notably the wholesale and retail, import, export and trading, and food and beverage industries. They successfully passed the assessment of the Technical Consultant and were acknowledged as "Manpower Developer" for a two-year validity period in recognition of their outstanding achievements in manpower training and development.

The "ERB Manpower Developer Award Scheme" was launched in December 2009. It is the first and foremost scheme to assess the manpower training and development policies and strategies of organizations in Hong Kong. ERB has appointed the Hong Kong Productivity Council as the Technical Consultant responsible for evaluation of the overall performance in manpower training and development of participating organizations in terms of five parameters, i.e. Leading a Learning Culture; Resources Planning; Training and Development System; Performance Management; and Corporate Social Responsibility in Manpower Development. To ensure the impartiality and credibility of the "ERB Manpower Developer Award Scheme", prominent figures in the academia as well as the continuing education and human resources sectors are invited as Honorary Advisors to offer advice on the accreditation mechanism. ERB has also solicited the support of trade associations and professional organizations in promoting the award scheme.
