Sixty-two organisations honoured as "Manpower Developers" in the 4th "ERB Manpower Developer Award Scheme"

At the 4th "ERB Manpower Developer Award Scheme" Presentation Ceremony organised by the Employees Retraining Board (ERB) on 25 April 2013, 62 organisations were honoured as "Manpower Developers" (MDs). The Ceremony was officiated by the Secretary for Labour and Welfare, Mr. Matthew Cheung Kin-chung, GBS, JP and ERB's Chairman, Mr. William Leung Wing-cheung, BBS, JP, Vice-chairman, Mr. Yu Pang-chun, SBS, JP and Executive Director, Mr. Stanley Ng, BBS.

In addressing the audiences, Mr. Matthew Cheung highlighted that an efficient and quality labour force was one of the competitive advantages of Hong Kong. The Government is committed towards promotion of manpower training with a view to ensuring that our human capital can cater for the long-term development needs of the society.

Mr. Cheung commended the significant contributions of the ERB in offering some 1.7 million training places and enhancing the manpower quality of Hong Kong since its establishment in 1992. In the current financial year, the Government has announced the injection of $15 billion into the Employees Retraining Fund to provide the ERB with stable and sustainable financial support. "This would allow the ERB to flexibly respond to the changing needs of the society and reach new frontiers in the field of manpower training", Mr. Cheung said.

ERB's Chairman, Mr. William Leung echoed Mr. Cheung's views and emphasised that the ERB is dedicated to improving the quality of the Hong Kong labour force. The ERB now offers some 800 training courses, straddling entry-level job skills to professional certification training. With the vision of "Training for Empowerment" approved under the "Three-year Strategic Plan" for 2013-14 to 2015-16, the ERB will strive towards supporting enterprises to provide training for their front-line employees. In 2013-14, the ERB will develop a new series of generic skills training courses in leadership, communication, team building, etc, and encourage training bodies to organise enterprise-based training programmes for employers and trade associations.

Mr. Leung stressed that long-term commitment to manpower training is crucial to the continuous development of the productivity and competitiveness of Hong Kong. Indeed, the objective of the "ERB Manpower Developer Award Scheme" launched in late 2009 is to motivate enterprises to pay special attention to manpower training and development, hence instilling a corporate culture and common social value of embracing manpower training and development.

Since the launch of the "ERB Manpower Developer Award Scheme", a total of 245 organisations have been honoured as MDs. Together they employed some 560,000 employees. This year, 62 organisations from 24 industries are acknowledged as MDs. Their combined employment size exceeds 130,000 employees. During the year, their training activities covered over 520,000 participants, with aggregate training hours in excess of 7.4 million hours.

Moreover, 52 organisations have renewed their MD status for another 2 years.

The Hong Kong Productivity Council is the Technical Consultant of the "ERB Manpower Developer Award Scheme", with the responsibility to assess the overall performance of participating organisations in five areas, namely, Leading a Learning Culture, Resources Planning, Training and Development System, Performance Management, and Corporate Social Responsibility in Manpower Development. Prominent figures in the academia as well as the continuing education and human resources sectors are invited as Honorary Advisors of the Scheme to offer advice on the accreditation mechanism. The ERB has also solicited the support of trade associations and professional organisations in promoting the Scheme.
