Modular Certificates Accumulation Scheme

Objectives

To encourage members of the public (including females and homemakers) who are not able to take training courses of the Employees Retraining Board (ERB) offering in full-time mode owing to their family roles to make flexible study arrangement and acquire recognised qualifications; and to help unleash the potential of labour force and mitigate the impact of a shrinking labour force.

 

Operational Mode

Under the Modular Certificates Accumulation Scheme, upon successful completion of a number of specified half-day or evening courses, trainees may apply for a certificate bearing a qualification equivalent to a designated full-time course from a Training Body1 offering the last half-day or evening course on the list. Trainees must complete all the specified half-day or evening courses within 5 years in order to apply for a certificate bearing a qualification equivalent to a corresponding full-time course. There are no restrictions on the choices of Training Bodies and the sequence of study (unless otherwise specified).

"Foundation Certificate in Post-natal Care Worker Training" Course 

The four specified half-day or evening courses covered by the "Foundation Certificate in Post-natal Care Worker Training" course are as follows:

Upon successful completion of the above-mentioned courses3, trainees may apply for a certificate of the course, "Certificate in Property Services", recognised by the "Qualifications Framework" (QF).  

 

Application for Exemption for Previous Studies

ERB Courses with Training on "Personal Attributes and Job Search Skills" 

Trainees who have successfully completed the core module of "Personal Attributes and Job Search Skills" of an ERB full-time placement-tied course or completed the half-day or evening courses of "Personal Attributes" and / or "Job Search Skills" accredited under the QF and bearing QF credits may apply for exemption for previous studies under the Scheme. Upon successful completion of the other half-day or evening courses without exemption, trainees may still apply for a certificate bearing a qualification equivalent to a corresponding full-time course.

 

Other Relevant Courses

Trainees who have been awarded certificates of other relevant ERB courses accredited under the QF and bearing QF credits may apply for exemption for previous studies under the Scheme on a condition that the design of such courses is considered equivalent to that of any specified half-day or evening course. Upon successful completion of the other specified half-day or evening courses without exemption, trainees may still apply for a certificate bearing a qualification equivalent to a corresponding full-time course.

As "QF credits" was launched by the Education Bureau in 2012, relevant certificates obtained by trainees accredited under the QF may not bear QF credits.  The ERB will consider these certificates on a case-by-case basis when processing applications for exemption for previous studies

 

"Capacity Building Mileage Programme" organised by Li Ka Shing School of  Professional and Continuing Education of  Hong Kong Metropolitan University

Trainees who have successfully completed the following designated course(s)organised by Li Ka Shing School of Professional and Continuing Education of Hong Kong Metropolitan University (LiPACE) may apply for exemption of the following designated ERB course(s) under the Modular Certificates Accumulation Scheme:

Designated course(s) of "Capacity Building Mieage Programme organised by LiPACE

Designated ERB course(s) for course exemption

Certificate in Capacity Building Mileage Programme - Job Searching Skills

Foundation Certificate in Job Search Skills (Part-time)

Certificate in Capacity Building Mileage Programme - Life Planning and Management

Foundation Certificate in Personal Attributes (Part-time)

 

Limitation on Exemption of "QF credits" 

The sum of the "QF credits" of all specified half-day or evening courses that can be exempted must not exceed 95% (applicable to ERB courses) and 50% (applicable to the relevant courses organised by other training institutions) of the "QF credits" of the corresponding full-time course.

1 The Training Body must also be offering a corresponding full-time placement-tied course in the same financial year (i.e. from April of the current year to March of the following year).

2 Counted based on the commencement date of the course enroled or applied for exemption.

3 "Modular Certificates Accumulation Scheme" involves credit accumulation. Trainees who had obtained certificates of the designated half-day or evening courses which were not accredited under the QF and bearing QF credits are not eligible to apply for a certificate bearing a qualification equivalent to a designated full-time corresponding course.

4 The course(s) must be recognised under the QF and bearing QF credits.
