The Employees Retraining Board (ERB) was entrusted by the Government to launch the “Love Upgrading Special Scheme” (the “Scheme”).  18 “vocational skills” training courses are newly added under the Scheme today (3 January 2020), expanding the course list to cover 66 training courses in total, straddling 23 industries, including construction & renovation, electrical & mechanical services, insurance, tourism, transportation & support services, hotel, retail and catering, property management and security, etc., as well as the disciplines of “innovative technology” and “generic skills”.

As a new arrangement of the Scheme, “vocational skills” training courses are provided in part-time (half-day or evening) mode.  The 18 newly added “vocational skills” courses will be conducted in full-time or part-time mode.  Trainees will be granted certificates upon completion of training and fulfillment of graduation requirements.  Trainees who have completed full-time “vocational skills” training courses will be provided with placement follow-up service.  Each eligible trainee may enrol up to four training courses with no more than one full-time “vocational skills” course from now until 31 March 2020, and attend the courses on or before 30 June 2020.

All training courses under the Scheme are free of charge.  The Scheme does not impose any restriction on industry and educational attainment of the trainees, and it is open for those unemployed, be required to take no pay leave or under-employed on or after 1 June 2019 to upgrade their skills for self-enhancement, with a view to re-entering the employment market as early as possible.

Special arrangements have been implemented under the Scheme, including the disbursement of special allowance to trainees who have completed each full-time or part-time course under the Scheme with attainment of attendance rate of 80%.  The special allowances for full-time courses and part-time courses are $153.8 and $76.9 per day respectively, at a ceiling of $4,000 per month for each eligible trainee.
